When is College Athletics going to be truly integrated? The PWIs only took our best athletes but not our schools. No HBCU is part of a Power 5 Conference. That means these schools are not eligible for lucrative TV deals or the millions of dollars earned by participating in Bowl Games or the NCAA Basketball Tournament.

Don’t forget that the Department of Education College Scorecard misrepresents HBCU impact on Graduate and Professional school placement. The matrix should account for those placements when calculating salary after graduation. Most HBCUs focus on graduate and professional placement immediately following graduation, and Teaching/Research Assistants do not make comparable salaries. The statistics of those placements, significant because most graduate and professional degrees earned by African Americans or BIPOC had their foundational degrees at an HBCU, will change the overall narrative of our institutions. The Scorecard must change immediately.

The primary question should be whether the Federal Govt. provide Fund$ to increase the Endowments of HBCUs

There is some endowment support, but I'm not sure if you're asking for taxpayers to exclusively give to endowment building. That would be a slippery slope that would also have to benefit non-HBCUs, right?
